That would be a nifty piece of software, but sadly I don’t know of any that do this. In the last company I worked for I created our own little corner banner image and used to add them to the image photo’s manually, which got tiring pretty quickly.

Would this be for your website via Magento or for ebay? As I’m pretty sure ebay’s new image policy doesn’t allow you to add anything to the surround of the image, I might be wrong though.
We use this On Sale extension from aheadworks You can customize the message via admin and create your own graphics, so I imagine you can create a banner just like ebay’s. We did have a conflict when first installed, but quickly resolved the support.
The graphic can be placed pretty much anywhere on the image.

I’ve looked at the code that eBay use for those ribbons on the images a while ago. It’s not straight forwards and for a couple of browsers they don’t even try and add them due to compatibility issues!
For Andrew, this can’t be done easily in Magento for images to then be put on to eBay, so a recorded action in Photoshop or similar would be way to do this. Or as Steve found above, for your Magento site, use a plugin like one mentioned.
